What Is Pension Credit? A Guide for Older Adults and Their Families

Topic cluster: Benefits & Financial Support | Reading time: 6 min

Pension Credit is one of the most underused benefits in the UK — around 800,000 eligible people are not claiming it, leaving an estimated £1.7 billion unclaimed every year. It is available to people at or near State Pension age with a low income, and it unlocks access to a range of other benefits. This guide explains what it is, who qualifies, and how to claim it.

What Is Pension Credit?

Pension Credit is a means-tested benefit that tops up your parent's weekly income to a minimum guaranteed level. It has two parts:

Guarantee Credit: The main part of Pension Credit. Tops up weekly income to:

  • £238.00/week for a single person (2026)
  • £363.25/week for a couple (2026)

Additional amounts may apply if your parent has caring responsibilities, disability, or severe disability.

Savings Credit: A small top-up for people who saved modest amounts for retirement. Only available to people who reached State Pension age before 6 April 2016. Worth up to £17.96/week (single) or £20.10/week (couple).

Who Is Eligible?

To qualify for Guarantee Credit, your parent must:

  • Have reached State Pension age (currently 66)
  • Live in England, Scotland, or Wales
  • Have weekly income below the relevant threshold (£238.00 single / £363.25 couple)

What counts as income: State Pension, private/workplace pension, most benefits, earnings from work.

What doesn't count as income: Attendance Allowance, Personal Independence Payment (PIP), Disability Living Allowance (DLA), Housing Benefit, Council Tax Reduction.

Savings: If your parent has savings above £10,000, every £500 above this amount is treated as generating £1 of weekly income. So £15,000 in savings = £10 extra weekly income in the calculation.

Important: Your parent may still qualify for Pension Credit even with modest savings above £10,000, if their income is below the threshold after this calculation.

Why Pension Credit Matters Beyond the Weekly Amount

Claiming Pension Credit unlocks access to other means-tested benefits:

Benefit unlockedDescription
Housing BenefitHelp with rent
Council Tax ReductionReduction in Council Tax bill
Cold Weather Payments£25/week during cold spells
NHS dental treatmentFree dental care
NHS glassesVoucher for glasses or contact lenses
Healthy Start vouchersIf caring for young children
Free TV licence (if 75+)For those on Pension Credit

For your parent, this could mean significant additional support beyond the weekly income top-up itself.

Pension Credit in a Care Home

If your parent is in a care home, Pension Credit can still be claimed if their income is below the threshold. However, the calculation becomes more complex when care home fees are involved. Seek individual advice from the care home's benefits adviser, Citizens Advice, or Age UK.

How to Claim

Online: gov.uk/pension-credit/how-to-claim
By phone: 0800 99 1234 (Monday to Friday, 8am to 6pm; free call)
By post: Download and print the form from gov.uk

Claims can be backdated for up to three months — so even if your parent qualifies and hasn't been claiming, they may be able to recover some of what they have missed.

Helping Your Parent Claim

Many older people — particularly those who have always been self-sufficient — are reluctant to claim benefits, sometimes out of pride, sometimes out of the mistaken belief that benefits are 'for people worse off than me'.

Framing Pension Credit as something they have earned through a lifetime of contributions (rather than charity) can help. It is also worth pointing out the other benefits it unlocks — particularly free dental care and NHS glasses, which many older people have quietly been going without.

Regular Reviews

Once claimed, Pension Credit is reviewed periodically. Your parent must inform the Pension Credit team of any changes in income, savings, or household composition.
