Care Funding in Wales: What You Need to Know

Wales has significantly more generous care funding thresholds than England, particularly for care home placements. If your parent lives in Wales, understanding the Welsh system is important — the financial assessment works differently, and the outcome can be very different to what you might expect from reading England-focused guidance.


Wales's Key Difference: A Higher Capital Threshold

The most significant difference is the capital threshold for care home fee funding:

Wales: Upper threshold of £50,000 (single threshold — no lower threshold)
England: Upper threshold of £23,250, lower threshold of £14,250

In Wales, if your parent's total savings and assets (including property, unless a protected person remains in it) are below £50,000, they are entitled to the maximum level of local authority support.

There is no tariff income system between two thresholds as in England — if your parent is below £50,000, the council contributes the maximum.


Property and the Welsh Assessment

As in England, the value of your parent's home is typically included in the financial assessment when they move into a care home — unless a protected person continues to live there (spouse, civil partner, dependent relative over 60, disabled relative, etc.).

With a £50,000 threshold, even homeowners with modest properties may fall below the threshold once their liquid savings are assessed separately from the property — particularly in areas of Wales with lower house prices.


Free Nursing Care in Wales

Wales provides free nursing care for people in nursing homes, funded by the NHS:

  • Current rate: £201.74/week (2026/2027)

This is paid directly to the nursing home and is not means-tested — it applies to self-funders and council-funded residents alike.


Home Care in Wales

For home care funded by the council:

  • Wales has its own threshold for home care: £24,000 (separate from the £50,000 care home threshold)
  • If savings are below £24,000, the council contributes to home care costs
  • Property is not included in the home care assessment

Care Inspectorate Wales (CIW)

The regulatory body for care homes in Wales is Care Inspectorate Wales (CIW), which inspects and reports on all registered care providers. Reports are publicly available at careinspectorate.wales.

Welsh care home inspection reports use a similar framework to England — checking safety, leadership, wellbeing, and environment.


Applying for a Care Needs Assessment in Wales

Contact the local council in Wales and request a care needs assessment. The process is governed by the Social Services and Well-being (Wales) Act 2014.
